None of this will happen. Democrats are too afraid of their own shadow to do anything. If Congress banned him from running, the new congress in 2023 would unban him. I think it's actually the best thing to keep him front and center and running again. He continues to lose elections either directly or by proxy and there is no indication that he has a chance in hell of winning again.
