Manchin is a DINO, we all know this. He is the most conservative democrat in the senate and he is trying to protect his ass because his constituents are mostly Trumpist. I'm not sure what Manchin wants behind the scenes but his op-ed made it pretty clear he's not going to do anything. He might as well change parties, but his real power is being in this position. Also, let's not forget the 50 republicans that have no intention of changing voting rights. If even one of them change their mind, it would take away Manchin's power...
