It's both. He's clinging to the idea that he can still take back power but is slowing watching his "base" drift away bored with the same old thing over and over. Even the base is getting tired of it all. Some are armed but they are also lazy, and stupid. You can bet the FBI is plugged into all their stupid social media posts watching their every move...
