I think you are partially right. In his twisted brain he owned every secret that the us government had when he was king, I mean president. His whole schtick was to make as much money as possible while being president. I think he did a good job of that, don’t you think? I think his aim was hire with these documents. Probably worth millions to the right government. He had much larger ambitions with them.
