I didn't watch it either but I heard exactly the same thing as you. Fox News made him sound like a senile, lost, alzheimer's patient. CNN made it sound like he was on top of his game. Biden has always had a penchant for rambling so it's easy to play into the outrage machine on Faux News. I also think the press still hasn't recovered from the Trump years and needs to really all take a deep breath because Biden is going to bore them to death this is methodical machinations.
