Even if Putin kept a couple dozen nukes topped up with Tritium it would be enough to really fuck things up. I agree, that their nuclear arsenal is probably been stripped of parts and sold on the black market and seeing what we saw so far in this war, it's highly unlikely they could even launch a nuclear missile properly...
