…ntralization, it almost surely reeks of desperation. Just imagine the sheer amount of (essentially) artificial money creation needed to fund this unfathomable number.

All money is an artificial construct. Unless backed by gold or something. The IS government can wave their magic wand and make all they want. So, how cares how much they spend?
